The Apex Society was registered on 20^th January 1984 by the name of H.P. State Handloom Weavers Apex Co-operative Society Ltd., Kullu. It aimed at providing a state level forum for the promotion of the Primary Handloom Weavers Co-operative Societies working in different parts of the state.

The headquarter of the society was kept at Kullu in view of the concentration of the weavers and the number of registered weavers' co-operative societies in Kullu district. In 1993, the name of the Apex Society was amended to 'The H.P. State Handloom & Handicrafts Weavers Apex Co-operative Society' in order to undertake activities related to the Handicrafts sector also.
